REGULAR MEETING MINUTES
APRIL 15, 2008
Mayor Will Carroll called the meeting to order with the following council members present: Tamra Gray, Ben Daws, and Charlie Balthrop. The following members were absent: Ray Fowler, and Corey Keeter. Also present were Public Works Director, Casey Chambers, and City Secretary, Angie Scarlett. Councilman Ben Daws gave the invocation.
Minutes from meeting on March 11, 2008 - A motion was made by Ben Daws to approve the minutes from the March meeting and seconded by Tamra Gray. Motion carried. 3-0.
Citizen’s Participation – None
Order of Cancellation for May 10th, 2008 General Election – Councilman Ben Daws made the motion to accept the Order of Cancellation for the May 10th, 2008 General Election and a second was again made by council member Tamra Gray. Motion carried. 3-0. The following candidates have been certified as unopposed and are hereby elected with terms ending in 2010;
Corey Keeter, Council member for Place 3, Tamra Gray, Council member for Place 4, and Ben Daws Council member for Place 5. These council members will be sworn in at the June meeting.
Discuss/Approve Ordinance 08-03, an Ordinance Adopting an Amendment to the Budget Ordinance moving funds within the General Fund, one budget line item to another – A motion was made by council member Charlie Balthrop to approve Ordinance 08-03, a second was made by Ben Daws. Motion carried. 3-0.
Public Works Director Report – Mayor Carroll discussed the City’s RV Park. At the present it is being occupied by several people that are staying months at a time and causing the Park to look run down. Casey Chambers added he wasn’t making excuses for these people but there is definitely a shortage of any rent houses or Housing apartments at this time but that we did need to work on some kind of policy of regulations for the Park. Presently our rates are $12.00 per night or $10.00 if your stay goes over a week. This includes electricity, water, sewer, cable hookups, and garbage dump. It was discussed on raising these rates to $15.00 per night with a percentage off if your stay is longer. David Brown, regional coordinator of ORCA came to City Hall last week to present the City with Texas Community Development Block Grant Award. Casey, Tamra Gray, and Angie Scarlett were present. Mr. Brown went over the project location and other elements of the proposed project submitted for funding under Community Development Fund. A ceremonial check was provided. Water plant repairs are being done at this time. The night-watchman position was discussed. Ronald Robinson has been ill and Tracy Elliston will be taking over temporarily until we know more on Ronald’s health. We got a load of asphalt in and will soon be working on some streets. Casey noted that he had gone to vector control school in Plainview last week for the update on mosquito machine. May 6-8 Travis Hudson and Chris Smith will be going to a water school to further their licensing. Downtown project is still in progress, just waiting on B.W.R. to complete the environmental study. Pool is near completion.
Budget and Bills were discussed. Tamra Gray made a motion to pay the bills and Charlie Balthrop made a second. Motion carried 3-0. Mayor Carroll went over the budget with the Council. Council member Tamra Gray asked how our water rates compare with the surrounding towns and Casey added that we are one of the lowest around. The City is hoping that residents will take advantage of watering while the lake is up.
Councilman Ben Daws made the motion to adjourn. All in favor.
